Last month, in the landmark District of Columbia vs. Heller case, the Supreme Court decided for the first time that the Second Amendment to the U.S. Constitution protects an individual’s right to possess a firearm for private use. Until Heller, the court held — and the ACLU agreed — that the Second Amendment protects a collective right that applies only to state-regulated militias. Which interpretation is correct?
