America is a country that has always been populated by, and created from, large immigrant communities. And yet those communities have often suffered enormous hardship, discrimination, fear and hostility. Although the Consitution doesn't give foreigners the right to enter the United States, it does guarantee them freedom from discrimination based on national origin or race.
